This letter was shared with Governor Roy Cooper on June 19, 2020. A companion letter was also sent to leaders in the N.C Senate and House.

In 2015, North Carolina leaders made a promise to transform the Medicaid system. This means that for the first time, Medicaid beneficiaries will have a choice in their health care, allowing them to choose a plan that best meets their individual needs and those of their family. These beneficiaries have been told Medicaid managed care is coming for over a year. While the work is nearly complete, the transformation is now at a standstill.

Here's Why:

Regardless of income or access, all North Carolinians deserve whole-person care and the best possible health care outcomes. Medicaid transformation provides much-needed health care options for 1.6 million Medicaid beneficiaries in North Carolina, and it should be a part of the COVID-19 recovery solution.

We need to continue building on the infrastructure, investments, workflow, and partnership that is underway between health plans and DHHS in place to transform Medicaid. We must ensure North Carolina’s Medicaid program meets the needs of individuals and families it serves. To move forward, the state must act.

Here's Why:

Medicaid transformation provides long-term cost predictability for North Carolina, while simultaneously improving health care outcomes. At a time when our state’s health needs are at the forefront and our economy is fragile, we must find solutions that balance both needs. Let’s prepare for our future by fulfilling the state’s promise to the Medicaid community. 

Medicaid beneficiaries should have the opportunity to choose the health plan that best serves them and their families. The transformation to Medicaid managed care gives them that choice.

Now more than ever, it’s time to finish the job.
